كشف تقرير حكومي حديث (اطلعت «عكاظ» عليه) عن ارتفاع استثمارات المستثمرين الدوليين في الإصدارات المحلية السعودية بما يقارب 100% خلال عام 2025 مقارنة بعام 2024، في ظل جهود المركز الوطني لإدارة الدين لتوسيع قاعدة المستثمرين وتعزيز التواصل معهم على المستويين المحلي والدولي.
وبين التقرير عن انضمام مستثمرين جدد من عدة فئات إلى الإصدارات المحلية التي قام المركز بالترتيب لها خلال عام 2025، شملت (شركات التأمين، والبنوك المحلية والدولية، والشركات الخاصة، والمستثمرين الدوليين).
وأكد وزير المالية رئيس مجلس إدارة المركز الوطني لإدارة الدين محمد الجدعان أن المركز واصل خلال العام اتباع سياسات تمويلية متحفظة، تستهدف استقرار تكاليف خدمة الدين والحد من تأثير تقلبات أسعار الفائدة، مع الحفاظ على محدودية الانكشاف على العملات الأجنبية.
وأشار إلى اعتماد المركز إستراتيجيته المؤسسية للأعوام 2026-2030، التي تركز على بناء منظومة أكثر مرونة واستدامة في إدارة الدين العام، وتلبية الحاجات التمويلية بكفاءة وتكلفة عادلة، وتعزيز علاقات المستثمرين ورفع كفاءة الأداء المؤسسي.
وأعلن المركز أن السعودية أصدرت أول شريحة سندات دولية خضراء سيادية مقومة باليورو من نوعها في منطقة الشرق الأوسط، بقيمة 1.5 مليار يورو، بما يعادل نحو 5.90 مليار ريال، فيما تعد أكبر شريحة سندات خضراء سيادية غير أوروبية مقومة باليورو، وقام المركز قام بالترتيب للإصدار الدولي للسندات المقومة باليورو، متضمنًا شريحة خضراء لأول مرة ضمن برنامج سندات حكومة المملكة العربية السعودية الدولي.
وبلغ إجمالي الإصدار 2.5 مليار يورو، بما يعادل 8.86 مليار ريال، فيما وصل إجمالي حجم طلبات الاكتتاب إلى نحو 10 مليارات يورو، بما يعادل 39.4 مليار ريال، مع تغطية إجمالية تجاوزت أربعة أضعاف إجمالي الإصدار.
وأوضح التقرير أن نجاح الإصدار أسهم في توسيع قاعدة المستثمرين لتشمل مستثمرين في الاستثمار الأخضر من 20 دولة أوروبية.
A recent government report (which “Okaz” has reviewed) revealed a nearly 100% increase in international investors’ investments in Saudi local issuances during 2025 compared to 2024, amid the efforts of the National Debt Management Center to expand the investor base and enhance communication with them at both local and international levels.
The report indicated the joining of new investors from various categories to the local issuances arranged by the center during 2025, including (insurance companies, local and international banks, private companies, and international investors).
Finance Minister and Chairman of the National Debt Management Center, Mohammed Al-Jadaan, confirmed that the center continued to follow conservative financing policies throughout the year, targeting the stability of debt servicing costs and minimizing the impact of interest rate fluctuations, while maintaining limited exposure to foreign currencies.
He pointed out that the center adopted its institutional strategy for the years 2026-2030, which focuses on building a more flexible and sustainable system for managing public debt, efficiently meeting financing needs at a fair cost, enhancing investor relations, and improving institutional performance efficiency.
The center announced that Saudi Arabia issued its first sovereign green bond tranche denominated in euros, the first of its kind in the Middle East, valued at 1.5 billion euros, equivalent to approximately 5.90 billion riyals, making it the largest non-European sovereign green bond tranche denominated in euros. The center arranged for the international issuance of euro-denominated bonds, including a green tranche for the first time within the Kingdom of Saudi Arabia’s international bond program.
The total issuance reached 2.5 billion euros, equivalent to 8.86 billion riyals, while the total volume of subscription requests reached about 10 billion euros, equivalent to 39.4 billion riyals, with total coverage exceeding four times the total issuance.
The report clarified that the success of the issuance contributed to expanding the investor base to include green investment investors from 20 European countries.
