حددت الجهات المختصة مدة صلاحية إذن استيراد الخضار والفواكه بـ15 يوماً من تاريخ صدوره، ضمن دليل تراخيص الاستيراد الجديد الذي أقره وزير التجارة الدكتور ماجد القصبي، على أن يبدأ العمل به بعد مضي 30 يوماً.
وألزم الدليل المستورد بالحصول على إذن الاستيراد قبل وصول الشحنة إلى منفذ الدخول بـ24 ساعة على الأقل، وعدم شحن الإرسالية إلا بعد صدور الموافقة، على أن ترفض أي إرسالية لم يصدر لها إذن استيراد، ويتحمل المستورد المسؤولية كاملة.
واشترط الدليل حصول المستورد على ترخيص لاستيراد الخضار والفواكه صادر عن وزارة البيئة والمياه والزراعة، ووجود سجل تجاري ملائم لنوع النشاط، مع إضافة الأصناف المستوردة بحسب الفاتورة وتعبئة جميع الحقول الإلزامية في طلب الإذن.
كما اشترط أن تكون الشحنة خالية من متبقيات المبيدات أو في حدود النسب المسموح بها وفق المعايير المعتمدة لدى الهيئة العامة للغذاء والدواء، وأن تخلو من الآفات المدرجة ضمن قوائم آفات الحجر الزراعي في المملكة.
وأتاح الدليل إرفاق نسخة إلكترونية من شهادة الصحة النباتية تتضمن رمز «QR» أو رابطاً للتحقق من صحتها، إضافة إلى شهادة المنشأ ومستندات الشحن والشهادة الجمركية.
وتقدم طلبات الاستيراد عبر منصة «نما»، وحدد الدليل مدة معالجة الطلب بحد أقصى 7 أيام عمل، فيما يحق لمن يرفض طلبه التظلم لدى وزارة البيئة والمياه والزراعة خلال 15 يوماً من تاريخ إبلاغه بالرفض.
The relevant authorities have set the validity period for the import permit of vegetables and fruits to 15 days from the date of issuance, as part of the new import licensing guide approved by the Minister of Commerce, Dr. Majid Al-Qasabi, which will come into effect after 30 days.
The guide requires the importer to obtain the import permit at least 24 hours before the shipment arrives at the entry point, and to refrain from shipping the consignment until the approval is issued. Any consignment for which an import permit has not been issued will be rejected, and the importer will bear full responsibility.
The guide stipulates that the importer must obtain a license to import vegetables and fruits issued by the Ministry of Environment, Water, and Agriculture, and have a commercial registration suitable for the type of activity, along with adding the imported items according to the invoice and filling out all mandatory fields in the permit application.
It also requires that the shipment be free from pesticide residues or within the permissible limits according to the standards approved by the Saudi Food and Drug Authority, and that it is free from pests listed in the agricultural quarantine pest lists in the Kingdom.
The guide allows for the attachment of an electronic copy of the phytosanitary certificate that includes a “QR” code or a link to verify its authenticity, in addition to the certificate of origin, shipping documents, and the customs certificate.
Import requests are submitted through the “Nama” platform, and the guide specifies a maximum processing time of 7 working days for the request, while those whose requests are rejected have the right to appeal to the Ministry of Environment, Water, and Agriculture within 15 days from the date they are notified of the rejection.
