أعلنت وزارة المالية اليوم، بدء تطبيق إلزام جميع الجهات الحكومية بطرح وبيع المنقولات الحكومية من خلال خدمة مزاد اعتماد الإلكتروني التابعة لمنصة اعتماد، ضمن جهود الوزارة لتعزيز الشفافية ورفع كفاءة إدارة الأصول الحكومية.
وقالت الوزارة في بيان إن «هذا الإجراء في إطار التحول الرقمي الذي تقوده الوزارة في الخدمات المالية الحكومية، إذ يتيح مزاد اعتماد للجهات الحكومية تنفيذ عمليات العرض والبيع بشكل إلكتروني كامل، بدءاً من إدخال بيانات المنقولات وتسعيرها، مروراً بالإعلان واستقبال عروض المزايدين، وحتى الترسية وإصدار الفواتير إلكترونياً».
منافسة عادلة
وأكدت الوزارة أن إلزامية الطرح عبر المنصة تسهم في تحقيق مبدأ تكافؤ الفرص بين الأفراد والقطاع الخاص، وتمكّن الجميع من الاطلاع والمشاركة في المزادات الحكومية بكل يسر ووضوح، ما يعزز المنافسة العادلة ويضمن الاستفادة المثلى من الأصول العامة.
تسهيل الإجراءات
ويعد «مزاد اعتماد» من الخدمات الرئيسية في منصة اعتماد، ويستهدف تسهيل إجراءات بيع المنقولات الحكومية وزيادة كفاءة التصرف فيها، بما يواكب أهداف رؤية السعودية 2030 في تطوير الإدارة المالية العامة وتعزيز الشفافية في التعاملات الحكومية.
ويمكن للجهات الحكومية تنفيذ عمليات الطرح عبر حساباتها في منصة اعتماد، فيما يمكن للأفراد والقطاع الخاص الاطلاع على المزادات والمشاركة فيها.
The Ministry of Finance announced today the commencement of mandatory implementation for all government entities to auction and sell government assets through the Electronic Auction Service of the Etimad platform, as part of the ministry’s efforts to enhance transparency and improve the efficiency of government asset management.
The ministry stated in a statement that “this measure is part of the digital transformation led by the ministry in government financial services, as the Etimad auction allows government entities to carry out the entire process of offering and selling electronically, starting from entering asset data and pricing, through announcing and receiving bids, to awarding and issuing invoices electronically.”
Fair Competition
The ministry emphasized that the mandatory auctioning through the platform contributes to achieving the principle of equal opportunities among individuals and the private sector, enabling everyone to access and participate in government auctions with ease and clarity, which enhances fair competition and ensures optimal utilization of public assets.
Facilitating Procedures
The “Etimad Auction” is one of the main services on the Etimad platform, aimed at facilitating the procedures for selling government assets and increasing the efficiency of their disposal, in line with the goals of Saudi Vision 2030 in developing public financial management and enhancing transparency in government transactions.
Government entities can carry out auction processes through their accounts on the Etimad platform, while individuals and the private sector can view and participate in the auctions.
