يبدأ «مركز ذاكرة الثقافة السعودية» أعماله لتدوين ورقمنة وصون الحكاية السعودية بكل تفاصيلها؛ من الفنون الشعبية والأزياء التراثية، إلى التحولات الأدبية والاجتماعية، و ذلك عقب موافقة مجلس الوزراء على تحويل الوحدة التنظيمية في وزارة الثقافة المسماة بـ “الأرشيف الثقافي” إلى مركز غير مستقل يحمل اسم “مركز ذاكرة الثقافة السعودية”.
و يهدف المركز إلى حفظ وصون وإبراز الذاكرة الثقافية للمملكة من خلال توثيق ورقمنة وإدارة التراث الثقافي الوطني، وأرشفته، وإتاحة عناصر التراث الثقافي، وتعزيز التكامل والتنسيق مع الجهات ذات العلاقة، وبناء مرجعية وطنية معرفية داعمة للهوية الثقافية.
صون الهوية ورقمنة التراث الوطني
ووفق التنظيم الجديد، يتطلع المركز إلى تحقيق حزمة من الأهداف الأستراتيجية التي تتمحور حول حفظ وصون وإبراز الذاكرة الثقافية للمملكة، وتوثيق ورقمنة وإدارة التراث الثقافي الوطني وأرشفته، إضافة إلى إتاحة عناصر التراث وتعزيز التكامل والتنسيق مع الجهات ذات العلاقة.
ويمنح التنظيم الجديد المركز صلاحيات واسعة للإشراف على «المنصة الرقمية الوطنية»، المعنية بحفظ أصول التراث الثقافي وإتاحتها، بالإضافة إلى إدارة «السجل المركزي» وقاعدة بيانات مركزية لحماية التراث بصيغته الرقمية، بما في ذلك التراث السعودي الموجود خارج المملكة.
12 اختصاصاً لتعزيز الحضور
و يضم المركز 12 اختصاصاً من أبرزها العمل على وضع السياسات والخطط والبرامج والمشاريع ذات الصلة بمجالات اختصاصه، والرفع عما يتطلب استكمال إجراءات نظامية في شأنه، كما يضع المعايير والإجراءات والنماذج ذات العلاقة بمجالات اختصاص المركز.
و يقوم المركز على وضع ضوابط وقواعد ومتطلبات حصر وتوثيق التراث الثقافي السعودي، وأرشفته رقميًّا، بما في ذلك التراث الثقافي السعودي الموجود خارج المملكة، والإشراف على تنفيذها بالتنسيق مع الجهات ذات العلاقة.
و يشرف المركز على المنصة الرقمية الوطنية التي تُعنى بحفظ أصول وعناصر التراث الثقافي السعودي، وتنظيم ما يتصل بها، بما في ذلك إتاحة الوصول لمحتواها والاستفادة منه؛ بالتنسيق مع الجهات ذات العلاقة، كما يشرف على السجل المركزي الذي يتضمن معلومات أساسية حول التراث الثقافي السعودي بأنواعه وسبل صونه، وقاعدة بيانات مركزية لحماية التراث الثقافي السعودي بصيغته الرقمية في حدود اختصاص المركز.
كما يقوم على جمع المعلومات والبيانات المتعلقة بحصر وتوثيق وأرشفة التراث الثقافي السعودي من القطاعين العام والخاص والأفراد وفهرستها وتصنيفها وترميزها وصيانتها، وتنظيم تداولها وإتاحتها للجمهور وفق الأنظمة وبالتنسيق مع الجهات ذات العلاقة.
The “Saudi Cultural Memory Center” begins its work to document, digitize, and preserve the Saudi narrative in all its details; from folk arts and traditional costumes to literary and social transformations. This follows the approval of the Council of Ministers to transform the organizational unit in the Ministry of Culture known as the “Cultural Archive” into an independent center named “Saudi Cultural Memory Center.”
The center aims to preserve, safeguard, and highlight the cultural memory of the Kingdom by documenting, digitizing, managing, archiving the national cultural heritage, making cultural heritage elements accessible, enhancing integration and coordination with relevant entities, and building a national knowledge reference that supports cultural identity.
Preserving Identity and Digitizing National Heritage
According to the new organization, the center aims to achieve a set of strategic goals centered around preserving, safeguarding, and highlighting the cultural memory of the Kingdom, documenting, digitizing, managing, and archiving the national cultural heritage, in addition to making heritage elements accessible and enhancing integration and coordination with relevant entities.
The new organization grants the center broad powers to oversee the “National Digital Platform,” which is concerned with preserving the origins of cultural heritage and making them accessible, in addition to managing the “Central Registry” and a central database for protecting heritage in its digital form, including Saudi heritage located outside the Kingdom.
12 Specializations to Enhance Presence
The center includes 12 specializations, the most prominent of which is working on developing policies, plans, programs, and projects related to its areas of specialization, and raising matters that require completing regulatory procedures concerning it. It also establishes the standards, procedures, and models related to the center’s areas of specialization.
The center is responsible for setting controls, rules, and requirements for cataloging and documenting Saudi cultural heritage, and archiving it digitally, including Saudi cultural heritage located outside the Kingdom, and supervising their implementation in coordination with relevant entities.
The center oversees the national digital platform that is concerned with preserving the origins and elements of Saudi cultural heritage, organizing what is related to it, including providing access to its content and benefiting from it; in coordination with relevant entities. It also supervises the central registry, which includes basic information about Saudi cultural heritage in its various forms and ways to preserve it, and a central database for protecting Saudi cultural heritage in its digital form within the center’s jurisdiction.
Additionally, it is responsible for collecting information and data related to cataloging, documenting, and archiving Saudi cultural heritage from the public and private sectors and individuals, indexing, classifying, coding, and maintaining it, and organizing its circulation and making it available to the public in accordance with regulations and in coordination with relevant entities.
