The Dhakher Development Company, the main developer of the “Dhakher Makkah” destination, announced the completion of the acquisition by the Indonesian sovereign wealth fund “Danantara” (BPI Danantara) of 14 plots of land designated for hotel and commercial development, in addition to the Novotel Dhakher Makkah hotel towers, and the transfer of property ownership to the fund, as part of the “Dhakher Makkah” destination, located 1.2 kilometers north of the Grand Mosque. This deal represents a significant step that reflects the attractiveness of the real estate market in Makkah for foreign sovereign capital and confirms the destination’s ability to attract international investment institutions.
This acquisition comes in conjunction with the implementation of updated regulations regarding the ownership of properties by non-Saudis in Makkah, reflecting the strength of the investment environment in the Kingdom and the promising opportunities it offers in the holy capital. It also highlights the appeal of the “Dhakher Makkah” destination, which boasts a strategic location, integrated infrastructure, and a distinctive development environment, to attract long-term foreign investments that contribute to the development of the hospitality sector and enhance the services provided to the guests of Allah and the residents of Makkah, in line with the objectives of Saudi Vision 2030.
In this context, Engineer Faisal Adnan Shakir, CEO of Dhakher Development Company, stated: “The signing of this strategic partnership with Danantara Indonesia represents a strong indication of international investment confidence in the real estate development model in the Kingdom,” affirming the company’s commitment to turning investment visions into tangible urban realities that serve the hospitality system in Makkah.
He added: “We are confident that the project will enhance the status of Dhakher Makkah as a global investment destination and support its transformation into a comprehensive platform for hotel and commercial investment, in line with the objectives of the Kingdom’s Vision 2030 to enhance the Hajj and Umrah sector and serve the guests of Allah.”
For his part, Mr. Rosan Ruslani, CEO of Danantara Indonesia, stated: “This achievement represents a tangible step towards building a long-term investment platform in the hospitality sector in the Kingdom of Saudi Arabia. Our focus is on managing these assets with investment discipline, alongside developing an integrated system that elevates the quality of accommodation and services provided to pilgrims and Umrah performers coming from Indonesia and around the world. More broadly, this represents the beginning of an extended economic partnership between the Republic of Indonesia and the Kingdom of Saudi Arabia, and we will continue to deepen our bilateral cooperation by exploring opportunities in Medina and in other sectors that create mutual value for the two brotherly countries.”
The deal included the acquisition of 14 plots of land with a total area of 44,088 square meters, designated for hotel and commercial development. Danantara intends to develop these lands into hotel projects comprising approximately 6,000 hotel keys, along with a large commercial center featuring over 90 retail stores, with future development investments exceeding 2 billion riyals, not including the value of the acquired lands, thereby enhancing hotel capacity and expanding the commercial offerings of the “Dhakher Makkah” destination, and increasing its ability to accommodate larger numbers of visitors during the upcoming growth and development phases. Danantara will partner with Al-Khamasiah Group as the development partner for the fund in the Kingdom of Saudi Arabia.
The deal also includes the acquisition of the “Novotel Dhakher Makkah” hotel, which is the largest hotel under the “Novotel” brand globally in terms of the number of rooms, consisting of 3 hotel towers with 1,461 rooms and suites distributed over 19 floors, with investment areas totaling approximately 33,903 square meters, operated by the global hospitality group “Accor.”
The hotel is part of an integrated system of hospitality and transportation services in the “Dhakher Makkah” destination, which hosts several global hotel brands, totaling around 2,700 rooms and hotel apartments, enhancing the diversity of accommodation options and the integration of services provided to pilgrims, Umrah performers, and visitors.
The deal reflects Dhakher Development Company’s commitment to developing integrated urban and investment destinations near the Grand Mosque, combining strategic locations, advanced infrastructure, and diverse hotel and commercial services, providing innovative solutions and high-quality hospitality services that meet the needs of pilgrims, Umrah performers, and visitors from around the world. The transfer of ownership deeds to the Indonesian investor embodies the success of the “Dhakher Makkah” destination in attracting foreign sovereign and strategic capital, transforming real estate opportunities into long-term developmental projects that enhance international investors’ confidence in the Saudi market, and support the objectives of Saudi Vision 2030 and the Guest of Allah Service Program.
