أحالت مصر شركات المحمول الأربع العاملة في البلاد إلى النيابة العامة، بسبب مخالفات تتعلق بتسجيل خطوط هاتفية بأسماء مستخدمين دون علمهم، في خطوة تهدف إلى حماية حقوق المشتركين وتعزيز ضوابط تسجيل خطوط الاتصالات، وفق بيان الجهاز القومي لتنظيم الاتصالات الصادر اليوم.
ممارسات مخالفة
وقال الجهاز في البيان إنه سيتم التصدي لأي ممارسات تخالف القواعد والإجراءات التنظيمية المعتمدة لتسجيل وتفعيل خطوط المحمول، موجهاً بسرعة إتاحة آليات التحقق البيومتري لحائزي خطوط المحمول عبر التطبيقات الإلكترونية لشركات المحمول خلال الفترة القادمة، بما يتيح التحقق من هوية المستخدم بصورة أكثر أماناً.
وقف بيع
وقرر «تنظيم الاتصالات» وقف بيع أو تفعيل أي خطوط جديدة من خلال أنظمة الشركات للجهات والمؤسسات، سواء التابعة للقطاع الخاص أو الجهات والهيئات الحكومية، وألزم الجهاز شركات المحمول بإرسال رسائل نصية إلى كافة الخطوط القديمة المسجلة على أنظمة الشركات، لإخطار حائزيها بضرورة التوجه إلى فروع شركات المحمول، لإبرام عقود جديدة باسم الحائز الفعلي للخط، على أن يتم إلغاء الخط نهائياً في حال عدم استكمال إجراءات التعاقد خلال المهلة المحددة. و«في حالة عدم التزام أي شركة بالقواعد التنظيمية الصادرة عن الجهاز، سيتم اتخاذ الإجراءات القانونية والإدارية المقررة، التي قد تصل إلى وقف بيع وتفعيل خطوط جديدة للشركة المخالِفة، وإحالة الوقائع إلى النيابة العامة لإعمال شؤونها وفقاً لأحكام القانون»، بحسب البيان.
انتقادات واسعة
وكانت مواقع التواصل الاجتماعي في مصر قد شهدت أخيراً انتقادات واسعة بسبب شكاوى من تسجيل خطوط هواتف بأسماء مواطنين دون علمهم.
وبلغ إجمالي عدد مشتركي الهاتف المحمول في مصر نحو 125.65 مليون خط بنهاية مارس 2026، مقارنة بنحو 124.76 مليون خط في فبراير 2026، بزيادة شهرية قدرها نحو 890 ألف خط، وبمعدل نمو بلغ 0.71%. وعلى أساس سنوي، ارتفع عدد مشتركي المحمول بنحو 9.83 مليون خط مقارنة بمارس 2025، عندما سجل نحو 115.82 مليون خط، ليبلغ معدل النمو السنوي نحو 8.47%.
Egypt has referred the four mobile companies operating in the country to the Public Prosecution due to violations related to registering phone lines in the names of users without their knowledge, in a move aimed at protecting subscriber rights and enhancing the regulations for registering communication lines, according to a statement from the National Telecommunications Regulatory Authority issued today.
Violative Practices
The authority stated in the announcement that it will confront any practices that violate the approved rules and regulatory procedures for registering and activating mobile lines, directing the rapid provision of biometric verification mechanisms for mobile line holders through the mobile companies’ electronic applications in the coming period, which will allow for a more secure verification of the user’s identity.
Suspension of Sales
The “Telecommunications Regulation” has decided to suspend the sale or activation of any new lines through the companies’ systems for entities and institutions, whether they belong to the private sector or government agencies and bodies. The authority has obliged mobile companies to send text messages to all old lines registered in the companies’ systems, notifying their holders of the necessity to visit the branches of mobile companies to conclude new contracts in the name of the actual holder of the line, with the line being permanently canceled if the contracting procedures are not completed within the specified timeframe. “In the event that any company does not comply with the regulatory rules issued by the authority, legal and administrative measures will be taken, which may include the suspension of the sale and activation of new lines for the violating company, and referring the incidents to the Public Prosecution to take appropriate action in accordance with the provisions of the law,” according to the statement.
Widespread Criticism
Recently, social media in Egypt witnessed widespread criticism due to complaints about registering phone lines in the names of citizens without their knowledge.
The total number of mobile subscribers in Egypt reached approximately 125.65 million lines by the end of March 2026, compared to about 124.76 million lines in February 2026, with a monthly increase of approximately 890,000 lines, and a growth rate of 0.71%. On an annual basis, the number of mobile subscribers increased by about 9.83 million lines compared to March 2025, when it recorded approximately 115.82 million lines, resulting in an annual growth rate of about 8.47%.
