تدرس الحكومة الروسية تعليق رسوم التصدير المتغيرة على القمح والشعير والذرة حتى نهاية 2026، في محاولة لدعم القطاع الزراعي بعدما أدت الهجمات الأوكرانية إلى اضطراب شحنات الحبوب عبر البحر الأسود وبحر آزوف، وفقاً لوكالة «بلومبيرغ».
وذكرت الوكالة في تقرير نقلاً عن مصدر مطلع أن تعليق الرسوم يأتي ضمن مجموعة إجراءات تدرسها موسكو لمساندة القطاع الزراعي، في وقت تواجه فيه شركات التصدير صعوبات متزايدة في الخدمات اللوجستية بسبب الهجمات على السفن والموانئ التجارية في المنطقة.
مخاوف الإمدادات
وتصاعدت الهجمات الروسية والأوكرانية على السفن التجارية والموانئ في البحر الأسود، مما أثار مخاوف بشأن إمدادات الحبوب العالمية، خصوصاً أن البلدين يستحوذان معاً على أكثر من ربع صادرات القمح عالمياً، فيما تأتي الضربات خلال موسم الحصاد الجاري.
وتتجه صادرات القمح الروسية إلى الانخفاض بنحو 60% على أساس سنوي إلى 1.8 مليون طن خلال أغسطس فيما تنقل ممرات البحر الأسود وبحر آزوف أكثر من 70% من صادرات الحبوب الروسية.
The Russian government is considering suspending variable export duties on wheat, barley, and corn until the end of 2026, in an effort to support the agricultural sector after Ukrainian attacks disrupted grain shipments across the Black Sea and the Sea of Azov, according to Bloomberg.
The agency reported in a statement from an informed source that the suspension of duties is part of a set of measures being considered by Moscow to support the agricultural sector, at a time when exporting companies are facing increasing difficulties in logistics due to attacks on ships and commercial ports in the region.
Supply Concerns
Russian and Ukrainian attacks on commercial ships and ports in the Black Sea have intensified, raising concerns about global grain supplies, especially since the two countries together account for more than a quarter of global wheat exports, with the strikes occurring during the current harvest season.
Russian wheat exports are expected to decline by about 60% year-on-year to 1.8 million tons in August, while the Black Sea and Sea of Azov corridors transport more than 70% of Russian grain exports.
