أعلن وزير الخزانة الأمريكي سكوت بيسنت أن التحركات غير المنظمة في سعر صرف الين الياباني ربما تؤدي إلى تسييل إجباري للمراكز المالية؛ ما قد يهدد بزعزعة استقرار الأسواق العالمية، ويؤدي في نهاية المطاف إلى رفع تكاليف الاقتراض للأسر والشركات الأمريكية.

وأدلى بيسنت بهذه التصريحات في رسالة ونشرها على حسابه على منصة «إكس» في اليوم التالي، رداً على طلب من السيناتور الديمقراطية إليزابيث وارن بتقديم توضيح بشأن التدخل المشترك بين واشنطن وطوكيو في سوق العملات الشهر الماضي.

تثبيت الوضع

وجاء هذا المنشور في وقت استأنف فيه الين انخفاضه أمام الدولار، رغم التوقعات بأن بنك اليابان المركزي قد يرفع أسعار الفائدة في المدى القريب. وقال بيسنت في رسالة: «إن وزارة الخزانة أجرت التدخل عن طريق مبادلة أصول بالعملات الأجنبية موجودة في صندوق استقرار الصرف (إي.إس.أف) بالين الياباني». وأضاف: «كان المبدأ نفسه معمولا به في الأرجنتين، حيث استخدمت وزارة الخزانة صندوق استقرار الصرف لتثبيت الوضع في الأرجنتين في لحظة من انعدام السيولة الحاد قصير الأجل ولمنع تفاقم المشكلة وتحولها إلى أزمة إقليمية أوسع نطاقاً».

تدخل مشترك

وكانت اليابان والولايات المتحدة قد نفذتا تدخلاً مشتركاً نادراً لشراء الين في 31 يوليو الماضي، في إشارة إلى عزمهما منع انتشار موجة بيع للين والسندات الحكومية اليابانية إلى الأسواق العالمية. وكان الين انتعش من أدنى مستوياته في 40 عاما عندما سجل نحو 164 يناً للدولار الشهر الماضي، لكنه تراجع مرة أخرى مقتربا من 160 يناً للدولار بعد ارتفاعه إلى 155.20 ين للدولار عقب التدخل مباشرة. وانخفضت العملة لفترة وجيزة إلى ما دون مستوى 160 مقابل الدولار أخيراً، وهو مستوى ينظر إليه على نطاق واسع أنه يزيد من احتمال التدخل، بعد أن جددت تعليقات كيفن وارش رئيس مجلس الاحتياطي الاتحادي التوقعات برفع أسعار الفائدة بأمريكا في المدى القريب

U.S. Treasury Secretary Scott Biesenet announced that the unregulated movements in the exchange rate of the Japanese yen could lead to mandatory liquidation of financial positions; which may threaten to destabilize global markets and ultimately increase borrowing costs for American households and businesses.

Biesenet made these statements in a message published on his account on the “X” platform the following day, in response to a request from Democratic Senator Elizabeth Warren for clarification regarding the joint intervention between Washington and Tokyo in the currency market last month.

Stabilizing the Situation

This post came at a time when the yen resumed its decline against the dollar, despite expectations that the Bank of Japan may raise interest rates in the near future. Biesenet stated in the message: “The Treasury conducted the intervention by swapping foreign currency assets held in the Exchange Stabilization Fund (ESF) for Japanese yen.” He added: “The same principle was applied in Argentina, where the Treasury used the Exchange Stabilization Fund to stabilize the situation in Argentina at a moment of acute short-term liquidity shortage and to prevent the problem from escalating into a broader regional crisis.”

Joint Intervention

Japan and the United States had carried out a rare joint intervention to buy yen on July 31, signaling their intention to prevent a wave of selling of the yen and Japanese government bonds from spreading to global markets. The yen had rebounded from its lowest level in 40 years when it reached about 164 yen to the dollar last month, but it fell again, approaching 160 yen to the dollar after rising to 155.20 yen to the dollar immediately following the intervention. The currency briefly dropped below the 160 level against the dollar recently, a level widely viewed as increasing the likelihood of intervention, after comments from Kevin Warsh, Chairman of the Federal Reserve, renewed expectations for an interest rate hike in the U.S. in the near future.
