انضمت ثاني أكبر مدن المملكة العربية السعودية، جدة، إلى المسرّعة العالمية للتخطيط الحضري، وهي مبادرة عالمية للتخطيط الحضري الذي يراعي التغير المناخي، أطلقها برنامج الأمم المتحدة للموائل البشرية وشبكة الأربعين مدينة، وهي شبكة عالمية تضم نحو 100 رئيس بلدية وعُمدة من الذين يقودون مستقبل العمل المناخي في المدن.
تعتمد مبادرة مسرعة التخطيط الحضري على الشراكات والمقاربات العملية الناتجة عن «معمل جميل للتخطيط الحضري للمناخ»، الذي أنشئ نتيجة للتعاون بين شبكة الأربعين مدينة ومؤسسة مجتمع جميل عام 2023، بهدف دعم المدن في ترجمة التخطيط الحضري المستدام إلى سياسات وإجراءات ملموسة وقابلة للتنفيذ على أرض الواقع. ولقد ساهمت مؤسسة مجتمع جميل السعودية في تيسير التعاون بين معمل جميل للتخطيط الحضري للمناخ وأمانة جدة.
تواجه المدن الواقعة في منطقة جنوب وغرب آسيا موجات حر شديدة، ونقصاً في المياه، وتوسّعاً حضرياً سريعاً. وتتفاقم هذه المخاطر في مدينة جدة بسبب النمو الحضري السريع على طول ساحل البحر الأحمر المعرّض للتغيرات البيئية. ومن خلال انضمام جدة إلى المسرّعة فإنها تسعى إلى تسريع وتيرة التخطيط الحضري المراعي للمناخ، بما يضع الإنسان والبيئة والازدهار المشترك في مقدمة أولوياتها بجانب 32 مدينة عالمية.
كما تدعم مسرّعة التخطيط الحضري المدن في تطوير بيئات عمرانية أكثر مرونة واستدامة، عبر تقديم إرشادات عملية لرؤساء البلديات ومخططي المدن حول مجالات خفض الانبعاثات، والتكيف مع مخاطر المناخ، وترميم النظم البيئية. كما يشجع البرنامج على بناء مدن متراصة ومترابطة ومتمحورة حول الإنسان، بحيث تكون أكثر صحة ومرونة، وأسهل في التنقل.
وتُعدّ المخرجات الناتجة عن «معمل جميل للتخطيط الحضري للمناخ» مورداً أساسياً للمدن المشاركة، حيث ساهمت هذه المخرجات في توجيه قرارات التخطيط التي استفاد منها أكثر من 4 ملايين نسمة في مدينتي عمّان بالأردن وتشيناي بالهند. حيث دعمت هذه المختبرات صانعي السياسات في صياغة وثائق التخطيط القانونية، ولوائح تقسيم المناطق، وأولويات الاستثمار، وتوفير قوائم جرد مفصلة لانبعاثات غازات الاحتباس الحراري، وتقييمات مخاطر المناخ، وغيرها من الأدوات القائمة على الأدلة.
ومن المتوقع أن يُسهِم هذا العمل في خفض ملايين الأطنان من الانبعاثات على مدى العقود القادمة، مع تقليل التعرّض للمخاطر المناخية، مثل موجات الحر الشديدة والفيضانات، في كلٍّ من عمّان وتشيناي. ويجري حالياً توسيع نطاق منهجيات ورؤى مختبرات جميل وشبكة الأربعين مدينة عالمياً من خلال المسرعة؛ مما يسمح للمدن المشاركة، بما فيها مدينة جدة، بالاستفادة من بيانات المناخ، والأدوات التحليلية، ومنصات تبادل المعرفة التي طورتها المختبرات، واعتماد الحلول المُثبتة وتطبيقها في سياقاتها المحلية.
ستستفيد مدينة جدة وغيرها من المدن المنضمّة إلى المسرّعة من «دليل العمل المناخي للمخططين الحضريين»، الذي طوره الشريكان المؤسِّسان لمعمل جميل للتخطيط الحضري للمناخ؛ وهما مؤسسة مجتمع جميل وشبكة الأربعين مدينة بالتعاون مع منظمة «التحوّل الحضري» UrbanShift. أُعلن عن هذا الدليل خلال المنتدى الحضري العالمي الثاني عشر في القاهرة بمصر في نوفمبر 2024، ويوفر إطاراً عملياً لدمج إجراءات العمل المناخي في جميع مراحل إعداد المخططات الحضرية.
وتعليقاً على هذا الخبر، صرّحت أمانة محافظة جدة قائلة: «إن الانضمام إلى مسرّعة التخطيط الحضري يُمثل خطوة محورية في مسيرة جدة نحو مستقبل مستدامٍ ومرن. فمن خلال اعتماد المنهجيات القائمة على الأدلة التي طُوِّرها معمل جميل للتخطيط الحضري للمناخ، فإننا نضمن أن يواكب النمو المتسارع لمدينتنا إستراتيجية متطورة تستجيب لمتطلبات المناخ. كما يتيح لنا هذا التعاون حماية ساحل البحر الأحمر الفريد، وتعزيز جودة الحياة لجميع السكان من خلال تخطيط حضري يضع الإنسان، والصحة، والإشراف البيئي في مقدمة أولوياته، تماشياً مع رؤية المملكة 2030».
من جانبه، قال نادر دياب، رئيس البرامج في مؤسسة مجتمع جميل: «يسعدنا أن تنضم مدينة جدة إلى مسرّعة التخطيط الحضري. وباعتبارها مسقط رأس عائلة جميل، تمثل هذه الخطوة محطة هامة بالنسبة لنا في مجتمع جميل، إذ تأتي استكمالاً للعمل الذي طُوِّره معمل جميل للتخطيط الحضري للمناخ. ونحن نهدف إلى جسر الفجوة بين البلديات المحلية وبين الموارد والشبكات اللازمة لتبني نُهج قائمة على الأدلة في التخطيط الحضري المستدام، من خلال المساهمة في ربط المدن بمبادرات مثل هذه المسرّعة».
وأضافت الدكتورة مي طيبة، عضو مجلس أمناء مؤسسة مجتمع جميل السعودية: «تقود المدن السعودية في الجهود في العمل المناخي، كونها مراكز للابتكار والعمل الجماعي. ومن خلال الانضمام إلى هذه المبادرة، تؤكد مؤسسة مجتمع جميل السعودية التزامها بأهداف رؤية المملكة 2030 المتمثلة في توسيع نطاق الحلول القائمة على العلم لحماية الأرواح وسبل العيش في المناطق الحضرية. فهدفنا هو ضمان نمو مدن العالم، وردم الفجوة بين الأبحاث العالمية والأثر المحلي».
صرحت هيلين شارتييه، مديرة التخطيط والتصميم الحضري في شبكة الأربعين مدينة، قائلة: «إن التخطيط الحضري هو جزء من العمل المناخي، وتعكس مشاركة جدة في المسرّعة التزاماً قوياً بالريادة؛ فمن خلال انضمامها إلى هذه الشبكة من المدن الطموحة ستستفيد جدة من أفضل الممارسات العالمية، وفي الوقت نفسه ستشارك رؤاها القيمة حول تكييف منهجيات وسياسات التخطيط لمواجهة التحديات المناخية. ونتطلع للعمل عن كثب مع الأمانة للبناء على الأسس التي وضعها معمل جميل للتخطيط الحضري للمناخ، والمساهمة في تحقيق مستقبل أكثر استدامة ومرونة وجودة حياة لجميع سكان مدينة جدة».
على مدى العقد القادم، سيدعم انخراط مدينة جدة في هذه المسرّعة الأولويات الرئيسية ضمن خططها الإستراتيجية والهيكلية بما يتماشى مع رؤية السعودية 2030؛ وهي الخطط التي ستوجه مشاريع إعادة التطوير، والتنمية القائمة على النقل العام، وإدارة مخاطر الفيضانات. كما ستدعم هذه الخطط تطوير أحياء أكثر ترابطاً وكثافة سكانية مدروسة، وحماية المناطق المعرضة لمخاطر مناخية عالية، والحفاظ على الأراضي الطبيعية، وتوفير الإسكان الميسر. وسيضمن التوجيه الفني والوصول إلى أفضل الممارسات عبر المسرّع ومواردها، إذ ستكون هذه الخطط قائمة على الأدلة ومستجيبة للمتطلبات المناخية.
عبر الانضمام لهذه المسرّعة، تنضم جدة إلى عدد من المدن الأخرى المشاركة، وهي: أكرا، وكيب تاون، ودار السلام، إي ثيكويني/ديربان، وفريتاون، وجوهانسبرغ، ونيروبي، وإي تشواني، وجاكرتا، ومدينة كيزون، وطوكيو، وأثينا، وبرشلونة، وكوبنهاغن، وإسطنبول، ومدريد، وميلانو، وباريس، وبوغوتا، وبوينس آيرس، وكوريتيبا، وفورتاليزا، وغوادالاخارا، وليما، وميديلين، وكيتو، وريو دي جانيرو، وشيكاغو، وبورتلاند، وفانكوفر، وعمّان، وكراتشي.
The second largest city in the Kingdom of Saudi Arabia, Jeddah, has joined the Global Urban Planning Accelerator, a global initiative for urban planning that takes climate change into account, launched by the United Nations Human Settlements Programme and the 40 Cities Network, a global network comprising around 100 mayors and city leaders who are driving the future of climate action in cities.
The Urban Planning Accelerator initiative relies on partnerships and practical approaches resulting from the “Jameel Lab for Climate Urban Planning,” which was established as a result of collaboration between the 40 Cities Network and the Jameel Community Foundation in 2023, aimed at supporting cities in translating sustainable urban planning into concrete and actionable policies and procedures on the ground. The Jameel Community Foundation has facilitated cooperation between the Jameel Lab for Climate Urban Planning and the Jeddah Municipality.
Cities in the South and West Asia region face severe heat waves, water shortages, and rapid urban expansion. These risks are exacerbated in Jeddah due to rapid urban growth along the Red Sea coast, which is vulnerable to environmental changes. By joining the accelerator, Jeddah aims to accelerate climate-responsive urban planning, prioritizing people, the environment, and shared prosperity alongside 32 other global cities.
The Urban Planning Accelerator also supports cities in developing more resilient and sustainable urban environments by providing practical guidance to mayors and urban planners on areas such as emissions reduction, climate risk adaptation, and ecosystem restoration. The program encourages the creation of compact, interconnected, and human-centered cities that are healthier, more resilient, and easier to navigate.
The outputs from the “Jameel Lab for Climate Urban Planning” are a vital resource for participating cities, as these outputs have guided planning decisions that have benefited over 4 million people in the cities of Amman in Jordan and Chennai in India. These labs have supported policymakers in drafting legal planning documents, zoning regulations, investment priorities, providing detailed inventories of greenhouse gas emissions, climate risk assessments, and other evidence-based tools.
This work is expected to contribute to reducing millions of tons of emissions over the coming decades while decreasing exposure to climate risks, such as extreme heat waves and floods, in both Amman and Chennai. The methodologies and visions of the Jameel Labs and the 40 Cities Network are currently being scaled globally through the accelerator, allowing participating cities, including Jeddah, to benefit from climate data, analytical tools, and knowledge exchange platforms developed by the labs, adopting and applying proven solutions in their local contexts.
The city of Jeddah and other cities joining the accelerator will benefit from the “Climate Action Guide for Urban Planners,” developed by the founding partners of the Jameel Lab for Climate Urban Planning; namely, the Jameel Community Foundation and the 40 Cities Network in collaboration with the UrbanShift organization. This guide was announced during the twelfth World Urban Forum in Cairo, Egypt, in November 2024, and provides a practical framework for integrating climate action measures at all stages of urban planning preparation.
Commenting on this news, the Jeddah Municipality stated: “Joining the Urban Planning Accelerator represents a pivotal step in Jeddah’s journey towards a sustainable and resilient future. By adopting the evidence-based methodologies developed by the Jameel Lab for Climate Urban Planning, we ensure that the rapid growth of our city is matched by a sophisticated strategy that responds to climate demands. This collaboration also allows us to protect the unique Red Sea coast and enhance the quality of life for all residents through urban planning that prioritizes people, health, and environmental stewardship, in line with the Kingdom’s Vision 2030.”
For his part, Nader Diab, Head of Programs at the Jameel Community Foundation, said: “We are pleased that the city of Jeddah is joining the Urban Planning Accelerator. As the birthplace of the Jameel family, this step is significant for us at the Jameel Community, as it complements the work developed by the Jameel Lab for Climate Urban Planning. We aim to bridge the gap between local municipalities and the resources and networks needed to adopt evidence-based approaches in sustainable urban planning by contributing to connecting cities with initiatives like this accelerator.”

Helen Chartier, Director of Urban Planning and Design at the 40 Cities Network, stated: “Urban planning is part of climate action, and Jeddah’s participation in the accelerator reflects a strong commitment to leadership; by joining this network of ambitious cities, Jeddah will benefit from global best practices while sharing its valuable insights on adapting planning methodologies and policies to address climate challenges. We look forward to working closely with the municipality to build on the foundations laid by the Jameel Lab for Climate Urban Planning and contribute to achieving a more sustainable, resilient future and improved quality of life for all residents of Jeddah.”
Over the next decade, Jeddah’s involvement in this accelerator will support key priorities within its strategic and structural plans in line with Saudi Vision 2030; these plans will guide redevelopment projects, transit-oriented development, and flood risk management. These plans will also support the development of more interconnected and thoughtfully populated neighborhoods, protect areas at high climate risk, preserve natural lands, and provide affordable housing. Technical guidance and access to best practices through the accelerator and its resources will ensure that these plans are evidence-based and responsive to climate demands.
By joining this accelerator, Jeddah joins a number of other participating cities, including: Accra, Cape Town, Dar es Salaam, eThekwini/Durban, Freetown, Johannesburg, Nairobi, eThekwini, Jakarta, Quezon City, Tokyo, Athens, Barcelona, Copenhagen, Istanbul, Madrid, Milan, Paris, Bogotá, Buenos Aires, Curitiba, Fortaleza, Guadalajara, Lima, Medellín, Quito, Rio de Janeiro, Chicago, Portland, Vancouver, Amman, and Karachi.
