أكد وزير الثقافة السوري محمد ياسين صالح أن استعادة دور سورية الحضاري هو مشروع الدولة السورية الجديدة كلها، وفي الوزارات والمؤسسات كافة، مضيفاً: «المملكة العربية السعودية هي عمقنا الإستراتيجي، وثقلنا الكبير، ومركز استنادنا، ومهد الإسلام والعروبة، وهما جناحانا في الثقافة العربية جمعاء».
وأوضح في حوار مع «عكاظ» أن مجالات التعاون والشراكة مع المملكة هائلة ولا حصر لها، انطلاقاً من الجذور الأولى للقصيدة العربية، وجغرافيا الثقافة العربية، والشعر النبطي، والخيل العربية السورية الأصيلة وسلالاتها النجدية، وطريق رحلة الحج الشامية الحجازية.
* حين نتحدث عن «سورية الجديدة» ما الصورة الثقافية التي تريدون أن يراها العالم؟ وهل نحن أمام ترميم للمشهد الثقافي السابق؟ أم تأسيس لرؤية ثقافية مختلفة في المفاهيم والمؤسسات والأولويات؟
** سورية عُرفت عبر التاريخ بما تقدّمه من جديدٍ ومبتكر للعالم بأسره، وهي اليوم إذ تسعى إلى تقديم ذاتها مرة أخرى بعد عشرات السنين من الحجب والتغييب عن الفعل الخلاق والتأثير الحيوي، إنما تسعى إلى إزالة كل ما علق بصورتها من آثار العهد البائد. وأتفق معكم في أنه ترميم يشبه ترميم القلاع والمباني الأثرية العتيقة، لكنه يصيب المعنى كما يستهدف الدور والوظيفة. لا شيء يمكن له أن يشوّه صورة سورية وثقافتنا أكثر من ربطها برعاية الإرهاب ودعمه، كما كانت مصنّفة في دول العالم الكبرى، وها هي اليوم تُرفع من هذا التصنيف وتعود طبيعية كما كان حالها حين قدّمت للدنيا الفكر والعمارة والشعر والقوانين والموسيقا والأبجدية.
* عاشت الثقافة السورية سنوات طويلة تحت وطأة الحرب والانقسام والهجرة والرقابة، ما الذي يحتاجه المثقف السوري اليوم أكثر؛ الإبداع والانطلاقة؟ أم المؤسسة؟ أم استعادة الثقة؟ أم إعادة بناء الجسور بين السوريين أنفسهم؟
** عانى المثقف السوري من كل ما تفضلتم بذكره، وفوقه أضعاف مضاعفة من الرقابات والسيطرة وتعمّد التجهيل والحرص على رداءة المحتوى. كان المثقف السوري إذا أنتج عملاً رفيع المستوى يشعر وكأنه ارتكب جريمة، وعليه أن يفرّ بجلده، فبالتأكيد ستجري ملاحقته في ظل حالة عامة تعادي النجاح والتميّز. لذلك برزت لدينا ظواهر المنفى وهجرة العقول والأقلام فراراً من الرقابة والملاحقة. ولم يكن ضرورياً أن يكتب المثقفون في شؤون سياسية حتى تجري محاربتهم، غالبيتهم كانوا من النقاد والشعراء والرسامين، لوحقوا على فرادتهم وتفوقهم. ما يحتاجه المثقف السوري اليوم هو المناخ الملائم ليبدع. مناخ تخلقه مؤسسات الدولة والمجتمع، إذا لم نفعل ذلك سنكون مقصرين بحق مثقفينا ومثقفاتنا. واستعادة الثقة التي تسألون عنها هي من العقبات الوهمية التي وضعها البعض في طريق العلاقة بين المثقفين والدولة. من أفقد الناس الثقة به كان نظام الجريمة البائد. أما الدولة السورية الجديدة فهي شرعت منذ اللحظة الأولى بمشروع واسع وضخم لإصلاح الواقع الخدمي وإحياء البيئة الثقافية التي كانت قد ذبلت وجفّت قبل تحرير دمشق. وبالتأكيد وفي وضع كالذي وجدناه بعد زوال الكابوس، ستكون من أجلّ وأصعب مهامنا في وزارة الثقافة مهمة تعريف السوريين بالسوريين من جديد، ومحو الأكاذيب والبشاعة التي أشاعها العهد البائد عنهم في نظر بعضهم إلى بعض. لكنها أيضاً مهمة تنويرية شيقة، فالسوريون يكتشفون كل يوم كم فاتهم من ثراء وغنى في تنوّعهم الثقافي. بوسع التعارف أن يبني الجسور التي من واجبنا أن نحرص على بنائها وأن نوطّدها ونقوّيها ونخلق المشهد الذي يتلاقى فيه الجميع.
* إلى أي مدى يمكن للثقافة أن تسهم في المصالحة الوطنية السورية؟ وهل لدى الوزارة مشروع يجعل من الأدب والفن والمسرح والسينما أدواتٍ لجمع الذاكرة السورية، بدلاً من أن تتحوّل الذاكرة إلى ساحة جديدة للصراع؟
** الثقافة السورية برحابتها واتساعها هي المساحة المشتركة المرشّحة لتحقيق المصالحة الاجتماعية الوطنية، فهي المعنية بترقية المعرفة بالقوانين، ونبذ الانتقام واللجوء إلى التمدّن والتحضّر في تحصيل الحقوق، ولذلك عقدنا على هذا المسار اجتماعات مع رئيس هيئة العدالة الوطنية العميد عبدالباسط عبداللطيف وأعضاء الهيئة، واتفقنا على العمل المشترك، ونحن على تنسيق مستمر وتبادل للخبرات والكفاءات، لتسير العدالة مع السلم الأهلي مترافقَيْن بنشر ثقافة الأمل والتفاؤل بمستقبل مشرق لكل المواطنين السوريين. وأطلقنا من أجل ذلك دعمنا لمشاريع توثيق الذاكرة السورية، الأدبية والفنية والسردية. وأنتجنا مسرحية «بروفة يوم الحساب» التي قدّمها نجوم سوريون كبار مثل ماهر صليبي ويارا صبري وجابر جوخدار وروبين عيسى، حتى لا تضيع ذاكرة المعتقلات وآلام النساء بعد أن فرّ الذي كان يأمر بحبسهن واضطهادهن وقد ناقشت هذه المسرحية مسألة الحق والعدالة الانتقالية وبعثت برسائل كثيرة توكل إلى الدولة وحدها والقانون وحده مسألة المحاسبة. وبالتأكيد لدينا العديد من الأدوات والآليات والمؤرشفين والبرامج، سواء في الأعمال التوثيقية أو المراكز الثقافية ومسارات ورش العمل التي تستطيع حفظ الذاكرة وتحليلها ورقمنتها وتوجيه الأذهان إلى المسارات المناسبة لمعالجتها، دون تركها ساحة للصراع والتجاذبات.
* هناك ملايين السوريين الذين عاشوا سنوات خارج وطنهم، وبينهم كتّاب وفنانون وأكاديميون ومبدعون؛ كيف تنظرون إلى هذه الثروة الثقافية السورية في المهجر؟ وما الذي يمكن أن تفعله الوزارة لاستعادتها أو إعادة ربطها بالمشهد الثقافي داخل سورية؟
** بات لدينا تقليد راسخ في كل مناسبة أو فعالية تنظمها وترعاها وزارة الثقافة وهو أن نقوم بدعوة المثقفين والكتاب والفنانين السوريين الذين عاشوا سنوات طويلة في المنفى، والذين أبعدتهم القوة الطاردة للعهد البائد. ومن هؤلاء ممن نعتز بدعوتهم الكاتب والناقد السوري خلدون الشمعة الذي وجّهتُ إليه الدعوة للتكريم في مهرجان دمشق الدولي للشعر العربي، بعد أكثر من 50 سنة من المنفى في لندن، وشرفتُ بحضور توقيع كتابه الجديد، وكثيرون غيره سبق أن دعوناهم إلى معرض الكتاب وحضروا إلى دمشق ونظمنا لهم المحاضرات في أروقة المعرض، وكانوا سعداء جداً بمشاركتهم، منهم المفكر السوري الكردي الدكتور عبدالباسط سيدا، والأمثلة كثيرة. نحن في وزارة الثقافة نشعر أن استعادة السوريين من الخارج وتقديم الفرصة إليهم كي يقدّموا نتاجاتهم الأدبية والفنية هو مصدر غنى لعملنا. وهم كما تفضلتم ثروة كبرى لا يجوز أن تقدّم ما لديها من إبداع لدول العالم وأن يُحرم السوريون منها في بلدهم.
* عُرفت سورية تاريخياً بتنوعها الديني والمذهبي والقومي والاجتماعي؛ كيف يمكن للثقافة اليوم أن تحمي هذا التنوع وتقدمه بوصفه مصدر قوة للهوية السورية، لا مدخلاً للخلاف والانقسام؟
** من حوّل التنوّع الثقافي السوري إلى مدخل للخلاف والانقسام، هو العهد البائد. في سورية الجديدة لا مكان لهذا المنطق. ولا تعمل وزارة الثقافة وفق مساطر أيديولوجية أو عنصرية تمييزية، بل هي لجميع السوريين، ومنجمها هو الثراء والتنوع السوري الذي تكمن فيه مقومات حمايته، وبجعله يزدهر أنت تقوّيه وتصقله وتخلق له مساحة للحضور ويصبح حاجة للناس. نظمنا أسابيع للثقافة الكردية والآشورية والسريانية والشركسية والتركمانية وغيرها، لتنشيط الموسيقا والفنون والتراث. وإذا سألتني كيف تقبّلها الجمهور السوري؟ سأقول لك إنه استقبلها بسعادة هائلة وباستكشاف لافت واحتفاء مرحّب. وكان هذا مصدر سعادة لينابيع تلك الثقافات وفنانينها ومبدعيها.
* تعرض جانب كبير من التراث السوري المادي وغير المادي خلال سنوات الحرب للتدمير والنهب والتهريب؛ أين تضعون ملف استعادة الآثار وحماية المدن التاريخية والمخطوطات والذاكرة الوطنية ضمن أولويات الوزارة؟
** قطعنا أشواطاً واسعة في هذا المضمار، بعد أن وضعناه على جدول أعمالنا اليومي، أولاً حماية التراث السوري المادي واللامادي دخلت في صلب برامجنا ومشاريعنا التعاونية مع الشركاء الدوليين والوطنيين. بالتأكيد كما يعرف الجميع فقد طبقت في العقود الماضية عمليات نهب ممنهجة ومتواصلة لسرقة وتهريب الآثار السورية، ونشأت مافيات مرتبطة بنظام الأسد وعائلته والمسؤولين المقرّبين منه للاتجار بالآثار السورية. وقد عملنا على إنهاء هذه المظاهر وتأمين المتاحف بمنظومات مراقبة متطورة لمنع تكرار هذه الجرائم. وسورية تعاونت مع الإنتربول الدولي ودول العالم لاستعادة آثارها المنهوبة وتم بالفعل استرداد العديد منها وإعادتها إلى مهدها في سورية. وزارة الثقافة وصية على المقتنيات الأثرية والمخطوطات السورية نيابة عن المواطنين، ومسؤوليتنا العمل على صونها ومتابعتها بالتعاون مع الجهات المختصة في الحكومة.
* لسورية مكانة استثنائية في الذاكرة الثقافية العربية، من الشعر والمسرح والموسيقا إلى الدراما والفنون؛ هل لديكم مشروع لاستعادة دمشق دورها بوصفها واحدة من العواصم المركزية للثقافة العربية؟
** استعادة دور سورية الحضاري هو مشروع الدولة السورية الجديدة كلها، وفي الوزارات والمؤسسات كافة، ليس هذا فقط، بل إن استعادة الدور الثقافي السوري والمكانة السورية هدف لأشقائنا العرب، وقد لمسنا هذا من خلال الدعم الكبير الذي تقدمه الدول العربية والصديقة لسورية كي تتعافى. في كل مهرجان دولي نعلنه نحن نقول ها قد عادت دمشق لتلعب دورها التاريخي عاصمة للثقافة العربية، ومركز إشعاع حضاري، ومنبراً للشعر والرواية والقصة والمسرحية والسينما والفن التشكيلي.
* كيف تنظرون إلى المملكة العربية السعودية اليوم بوصفها شريكاً ثقافياً لسورية؟ وما المجالات التي ترون أنها مؤهلة لبناء تعاون طويل المدى بين البلدين في النشر والترجمة والمسرح والسينما والتراث والصناعات الثقافية؟
** المملكة العربية السعودية هي عمقنا الإستراتيجي، وثقلنا الكبير، ومركز استنادنا، ومهد الإسلام والعروبة، وهما جناحانا في الثقافة العربية جمعاء. وإذا أردت أن تفكّر في التعاون السوري العربي فعليك أن تتوجه نحو الرياض أولاً، ومجالات التعاون والشراكة مع المملكة هائلة ولا حصر لها، انطلاقاً من الجذور الأولى للقصيدة العربية، وجغرافيا الثقافة العربية، والشعر النبطي، والخيل العربية السورية الأصيلة وسلالاتها النجدية، وطريق رحلة الحج الشامية الحجازية. نسعى إلى تنشيط التحقيق والمخطوطات، وقد أنشأنا جسراً للتواصل ما بين المؤسسة العامة للسينما في سورية وبين مهرجان البحر الأحمر في جدة وكذلك مع السينمائيين السعوديين. ولدينا تفاهمات مع شركات سعودية للإنتاج الفني والثقافي والإعلامي. وسيتسع نطاق هذا التعاون قريباً ليشمل جوانب الترجمة ونقل الآداب والدوريات والمسرح والتراث. في الشهر الماضي فقط قمنا بتكريم الناقد السعودي الكبير الدكتور عبدالله الغذامي لدوره في تطوير الأدب العربي ليس في السعودية وحدها بل في العالم العربي بأسره. وقد كانت الثقافة السعودية ضيفة شرف على معرض دمشق الدولي للكتاب بجناح مبهر لفت أنظار الرواد وحقّق الكثير من الحضور.
* تشهد المملكة في ظل رؤية السعودية 2030 تحولاً ثقافياً واسعاً وتوسعاً في المتاحف والفنون والسينما ومعارض الكتب والصناعات الإبداعية؛ ما الذي يمكن لسورية أن تستفيد منه في هذه التجربة؟ وما الذي تستطيع الثقافة السورية -في المقابل- أن تضيفه إلى المشهد الثقافي السعودي؟
** أرى أن التحوّل الثقافي في سياق رؤية السعودية 2030 تجربة مُلهِمة للثقافة السورية، والانفتاح الواسع الذي تعيشه الثقافة السعودية في الحقول التي ذكرتموها لم يعد مجرد ظاهرة، بل أصبح واقعاً يحمل معه رياح التغيير والتأثير الإيجابي الذي أخذنا نرصد انعكاسه على دول المنطقة. وروح المبادرة الموجودة في رؤية ولي العهد الأمير محمد بن سلمان دافع كبيرٌ ومحرّك قوي لهذا التحوّل الذي تشيرون إليه. ويقابل هذه الروح في سورية التحالف السياسي والتاريخي بين ولي العهد الأمير محمد بن سلمان والرئيس أحمد الشرع، تحالف شهد له العالم، وكان له الدور الأكبر في مسار رفع العقوبات عن سورية وعودتها إلى وضعها الطبيعي. لا تحتاج سورية للبحث عن مكانها لدى الجمهور السعودي، فهو يحفظ لها كل تفصيل من تفاصيل ثقافتها، وكل زخرفة شرقية صنعت في دمشق وكل كلمة وردت على لسان أبطال الذاكرة الثقافية والفنية السورية، تزيد من ذلك التقدّم الكبير الذي تشهده صناعة المعرفة في المملكة، على صعيد النشر والإنتاج والتنظيم والتحول الرقمي الواسع. وسورية بحاجة إلى الإمكانات والخبرات السعودية التي سبقتنا إلى تطوير ذاتها.
* ظلت العلاقات بين الشعبين السعودي والسوري -رغم تعقيدات السياسة- محتفظة بمساحة واسعة من الود والتواصل؛ هل تستطيع الثقافة أن تسبق السياسة أحياناً في إعادة بناء العلاقات بين الدول والشعوب؟
** الثقافة رصيد مكين وراسخ وغير قابل للنفاد. وثقافة من نوع الثقافة السورية والسعودية لا تتأثر بتعقيدات السياسة وتقلباتها، ولذلك بقيت صامدة خلال العقود الماضية التي اختطفت فيها سورية نحو محاور بعيدة عن هويتها العربية، وهذا الصمود يرجع الفضل فيه إلى أصالة الشعبين وحكمة القيادة السعودية التي تتحمّل مسؤولياتها العربية والإسلامية ولا تتخلى عن روافدها، هذه القيادة التي استطاعت أن تميز بين الشعب السوري الأصيل والحالة الأسدية المارقة التي صادرت البلاد. سورية الجديدة تدرك هذا البعد وتتمسك به، وتعرف قيمة العلاقات الصلبة والقوية بين دمشق والرياض والتي لم تنتج إلا كل ثمرة إيجابية في الزمن السوري الجديد.
* الدراما السورية.. هل لدى الوزارة رؤية لإعادة سورية إلى موقعها المؤثر في الدراما والسينما والإنتاج الفني العربي، وربما عبر شراكات مع المؤسسات والمنصات السعودية؟
** الدراما السورية مسؤولية متعددة الأطراف، تتعاون عليها وزارة الإعلام والثقافة ومؤسسة الإنتاج ونقابة الفنانين وشركات القطاع الخاص، وتبدأ فعاليتها من المعهد العالي للفنون المسرحية بفرعيه التمثيل والنقد والذي يتبع وزارة الثقافة، وكذلك معهد السينما، وتعتمد الدراما بشكل كبير على المحتوى الثقافي المتقدّم والسامي الذي يقدّم عبر الأعمال الدرامية التي تنتجها، وأنا وفريق وزارة الثقافة على تواصل مستمر مع الفنانين السوريين نطرح عليهم الأفكار ونناقشهم في المشاريع الطموحة، ونؤمن بأن الدراما السورية كانت من أهم القوى الناعمة لسورية وللثقافة العربية، قبل أن تنحدر في السنوات الماضية بسبب توجيهها القسري وتراجع العناية بها، يمكن للدراما السورية أن تستعيد مكانتها عبر الشراكات، ونحن نرى في الإمكانات السعودية الكبيرة سواء في الإنتاج أو السوق فرصةً كبيرة لانتعاش الدراما السورية التي تحتاج اليوم إلى نصوص درامية عالية المستوى، ومواضيع شيقة ذات قيمة تهم المشاهد العربي بفئاته الاجتماعية الواسعة.
* جيل سوري كامل نشأ خلال سنوات الحرب، وبعض أبنائه عرفوا سورية من خلال ذاكرة آبائهم أو شاشات الهواتف أكثر مما عرفوها على الأرض؛ ما المشروع الثقافي القادر على إعادة تعريف هذا الجيل بوطنه وهويته، من دون الوقوع في خطاب تلقيني أو أيديولوجي جديد؟
** ما وصفتموه في سؤالكم هو واقع مأساوي عبرناه، وحتى نتمكن من تصويبه قمنا بتسيير حزمة من المشاريع دفعة واحدة، من بينها الحافلة الثقافية التي تذهب إلى المجتمعات حيث هم، وتنقل إليهم المكتبة والتعلّم باللعب والتفاعل الحيوي، وبرنامج الطفل «نماء» وبرنامج صناع الأثر وبرامج التدريب في العطل الصيفية، التي تقدّم المعلومات مع التدريب والترفيه، ومهرجان صيف سورية الذي أطلقناه في دمشق والمحافظات السورية المختلفة، ومهرجانات نيسان حمص والحملات التي نظمناها لدعم إعادة الإعمار، هدفنا من ذلك كله إعادة تعريف الجيل الجديد ببلده وهويته دون أن يشوّش عليها حزب سياسي بأيديولوجية بالية أو خطاب تلقيني لم يعد ساري المفعول في هذا العصر. نعيش في سورية الحرة ولا حاجة بنا إلى تلقين أحد فالشعب السوري تقدّم كثيراً مقارنةً بما كان عليه في الماضي.
* لو طلبنا منكم أن توجهوا عبر «عكاظ» رسالة إلى المثقف السعودي والعربي عن سورية التي تتشكل اليوم، فماذا تقولون له؟ وما الذي تنتظره دمشق ثقافياً من الرياض ومن الفضاء العربي في هذه اللحظة التاريخية؟
** سورية كانت -ولا تزال- بحاجة إلى حاضنتها العربية، إلى الشراكات في صنع اللحظة والمستقبل، ودمشق تنتظر من الرياض والدوحة والكويت والقاهرة وعمّان أن تتلاقى الأيدي للمضي نحو التنمية الثقافية والازدهار الاجتماعي الذي تتيحه ثقافة أرفع وأكثر سمواً. أما المثقف السعودي والعربي فمدعوٌ إلى بلده سورية ليقيم فيها الأمسيات ويقدّم المسرحيات ويعرض الأعمال الفنية وسيجد جمهوره بانتظاره بشوق إلى حضوره وتأثيره وتألقه، وليتعاون مع نظرائه من المثقفين السوريين في الأعمال المشتركة، وسيجد بيته المرحّب في وزارة الثقافة السورية التي تعتز به وتفخر بمنجزه الثقافي الذي نباهي به بين الأمم والثقافات، فدمشق التي استعدناها تشتاق إلى امتدادها العربي.
The Syrian Minister of Culture, Muhammad Yassin Saleh, confirmed that restoring Syria’s civilizational role is the project of the entire new Syrian state, across all ministries and institutions. He added, “The Kingdom of Saudi Arabia is our strategic depth, our great weight, our center of support, and the cradle of Islam and Arabism; they are our two wings in the entire Arab culture.”
He explained in an interview with “Okaz” that the fields of cooperation and partnership with the Kingdom are immense and countless, starting from the earliest roots of Arabic poetry, the geography of Arab culture, Nabati poetry, and the pure Syrian Arabian horses and their Najdi breeds, to the route of the Shami-Hijazi pilgrimage journey.
* When we talk about “the new Syria,” what cultural image do you want the world to see? Are we looking at a restoration of the previous cultural scene? Or the establishment of a different cultural vision in concepts, institutions, and priorities?
** Syria has historically been known for what it offers that is new and innovative to the entire world. Today, as it seeks to present itself again after decades of being obscured and hidden from creative action and vital influence, it aims to remove all that has clung to its image from the remnants of the fallen regime. I agree with you that it is a restoration similar to the restoration of ancient castles and archaeological buildings, but it affects meaning as it targets role and function. Nothing can distort Syria’s image and our culture more than linking it to the sponsorship and support of terrorism, as it was classified in the major countries of the world. Today, it is being lifted from this classification and returning to normalcy, just as it was when it presented to the world thought, architecture, poetry, laws, music, and the alphabet.
* Syrian culture has lived for many years under the weight of war, division, migration, and censorship. What does the Syrian intellectual need today more; creativity and a breakthrough? Or institutions? Or regaining trust? Or rebuilding bridges among Syrians themselves?
** The Syrian intellectual has suffered from everything you mentioned, and on top of that, there are multiplied layers of censorship, control, deliberate ignorance, and a focus on poor content. If a Syrian intellectual produced a high-level work, they felt as if they had committed a crime and had to flee for their lives, as they would certainly be pursued in a general atmosphere that opposes success and excellence. Thus, we witnessed the phenomena of exile and the migration of minds and pens fleeing from censorship and pursuit. It was not necessary for intellectuals to write about political issues for them to be fought; most of them were critics, poets, and painters, pursued for their uniqueness and excellence. What the Syrian intellectual needs today is a suitable climate for creativity. A climate created by state and community institutions; if we do not do that, we will be failing our intellectuals. The regaining of trust you ask about is one of the imaginary obstacles placed by some in the way of the relationship between intellectuals and the state. The one who lost people’s trust was the fallen criminal regime. The new Syrian state has initiated a wide and massive project from the very first moment to reform the service reality and revive the cultural environment that had wilted and dried up before the liberation of Damascus. Certainly, in a situation like the one we found after the nightmare’s end, one of our most noble and difficult tasks in the Ministry of Culture will be to redefine Syrians to each other again and erase the lies and ugliness that the fallen regime spread about them in their perceptions of one another. But it is also an enlightening and exciting task, as Syrians discover every day how much they have missed in richness and diversity in their culture. Familiarity can build the bridges that we must ensure to build, strengthen, and create the scene where everyone meets.
* To what extent can culture contribute to Syrian national reconciliation? Does the ministry have a project that makes literature, art, theater, and cinema tools for gathering the Syrian memory, instead of turning memory into a new arena for conflict?
** The vastness and breadth of Syrian culture is the common space likely to achieve national social reconciliation. It is concerned with promoting knowledge of laws, rejecting revenge, and resorting to civilization and urbanity in obtaining rights. Therefore, we have held meetings on this path with the head of the National Justice Authority, Major Abdul-Baset Abdul-Latif, and members of the authority, and we agreed to work together. We are in continuous coordination and exchange of experiences and competencies, so that justice proceeds alongside civil peace, accompanied by the dissemination of a culture of hope and optimism for a bright future for all Syrian citizens. We launched our support for projects documenting Syrian memory, literary, artistic, and narrative. We produced the play “Rehearsal for Judgment Day,” presented by prominent Syrian stars such as Maher Salibi, Yara Sabri, Jaber Joukhdar, and Rubin Issa, so that the memory of the detainees and the pains of women do not fade after those who ordered their imprisonment and persecution fled. This play discussed the issue of rights and transitional justice and sent many messages that assign the matter of accountability solely to the state and the law. Certainly, we have many tools, mechanisms, archivists, and programs, whether in documentary works or cultural centers and workshop paths that can preserve, analyze, digitize memory, and direct minds to the appropriate paths for addressing it, without leaving it as a field for conflict and tensions.
* There are millions of Syrians who have lived for years outside their homeland, including writers, artists, academics, and creators; how do you view this Syrian cultural wealth in exile? What can the ministry do to recover it or reconnect it with the cultural scene inside Syria?
** We have established a solid tradition at every occasion or event organized and sponsored by the Ministry of Culture, which is to invite Syrian intellectuals, writers, and artists who have lived for many years in exile, who were displaced by the expelling force of the fallen regime. Among those we are proud to invite is the Syrian writer and critic Khaldoun Al-Sham’a, to whom I sent an invitation for honoring at the International Damascus Poetry Festival, after more than 50 years in exile in London. I had the honor of attending the signing of his new book, and many others have previously been invited to the book fair and attended in Damascus, where we organized lectures for them in the corridors of the fair. They were very happy with their participation, including the Kurdish Syrian thinker Dr. Abdul-Baset Sida, and there are many examples. We in the Ministry of Culture feel that bringing back Syrians from abroad and providing them with the opportunity to present their literary and artistic outputs is a source of enrichment for our work. They are, as you mentioned, a great treasure that should not offer its creativity to the world while Syrians are deprived of it in their homeland.
* Syria has historically been known for its religious, sectarian, national, and social diversity; how can culture today protect this diversity and present it as a source of strength for Syrian identity, rather than an entry point for conflict and division?
** The one who turned Syrian cultural diversity into an entry point for conflict and division is the fallen regime. In the new Syria, there is no place for this logic. The Ministry of Culture does not operate according to ideological or discriminatory racist frameworks; it is for all Syrians, and its mine is the richness and diversity of Syria, which contains the elements of its protection. By making it flourish, you strengthen it, refine it, and create a space for its presence, making it a necessity for the people. We organized weeks for Kurdish, Assyrian, Syriac, Circassian, and Turkmen culture, to activate music, arts, and heritage. If you ask me how the Syrian audience received it, I would say they welcomed it with immense happiness, notable exploration, and warm celebration. This was a source of joy for the springs of those cultures and their artists and creators.
* A large part of the Syrian tangible and intangible heritage was destroyed, looted, and smuggled during the years of war; where do you place the file of recovering artifacts, protecting historical cities, manuscripts, and national memory within the ministry’s priorities?
** We have made significant strides in this area, having placed it on our daily agenda. First, protecting tangible and intangible Syrian heritage has become central to our programs and collaborative projects with international and national partners. Certainly, as everyone knows, systematic and continuous looting operations to steal and smuggle Syrian artifacts have been implemented in past decades, with mafias linked to the Assad regime and his family and close officials involved in trading Syrian artifacts. We have worked to end these manifestations and secure museums with advanced monitoring systems to prevent the recurrence of these crimes. Syria has cooperated with Interpol and countries around the world to recover its looted artifacts, and many have indeed been recovered and returned to their cradle in Syria. The Ministry of Culture is responsible for the archaeological collections and Syrian manuscripts on behalf of the citizens, and our responsibility is to work on preserving and following up on them in cooperation with the relevant government authorities.
* Syria holds an exceptional place in the Arab cultural memory, from poetry and theater to music, drama, and arts; do you have a project to restore Damascus’s role as one of the central capitals of Arab culture?
** Restoring Syria’s civilizational role is the project of the entire new Syrian state, across all ministries and institutions. Not only that, but restoring the Syrian cultural role and Syrian status is also a goal for our Arab brothers, and we have felt this through the significant support provided by Arab and friendly countries to Syria for its recovery. In every international festival we announce, we say that Damascus has returned to play its historical role as the capital of Arab culture, a center of civilizational radiance, and a platform for poetry, novels, stories, plays, cinema, and visual arts.
* How do you view the Kingdom of Saudi Arabia today as a cultural partner for Syria? What areas do you see as qualified to build long-term cooperation between the two countries in publishing, translation, theater, cinema, heritage, and cultural industries?
** The Kingdom of Saudi Arabia is our strategic depth, our great weight, our center of support, and the cradle of Islam and Arabism; they are our two wings in the entire Arab culture. If you want to think about Syrian-Arab cooperation, you must first turn to Riyadh. The fields of cooperation and partnership with the Kingdom are immense and countless, starting from the earliest roots of Arabic poetry, the geography of Arab culture, Nabati poetry, and the pure Syrian Arabian horses and their Najdi breeds, to the route of the Shami-Hijazi pilgrimage journey. We seek to activate research and manuscripts, and we have created a bridge for communication between the General Organization for Cinema in Syria and the Red Sea Festival in Jeddah, as well as with Saudi filmmakers. We have understandings with Saudi companies for artistic, cultural, and media production. This cooperation will soon expand to include aspects of translation, literature, periodicals, theater, heritage, and cultural industries. Just last month, we honored the great Saudi critic Dr. Abdullah Al-Ghudhami for his role in developing Arabic literature not only in Saudi Arabia but in the entire Arab world. Saudi culture was the guest of honor at the International Damascus Book Fair with a stunning pavilion that caught the attention of visitors and achieved significant attendance.
* The Kingdom is witnessing, under Vision 2030, a wide cultural transformation and expansion in museums, arts, cinema, book fairs, and creative industries; what can Syria benefit from this experience? And what can Syrian culture, in turn, add to the Saudi cultural scene?
** I see that the cultural transformation within the framework of Vision 2030 is an inspiring experience for Syrian culture, and the broad openness that Saudi culture is experiencing in the fields you mentioned is no longer just a phenomenon; it has become a reality that carries with it winds of change and positive influence that we have begun to observe reflecting on the countries of the region. The spirit of initiative present in the vision of Crown Prince Mohammed bin Salman is a significant motivator and strong driver for this transformation you refer to. In Syria, this spirit is matched by the political and historical alliance between Crown Prince Mohammed bin Salman and President Ahmad Al-Shara, an alliance recognized by the world, which played the largest role in lifting sanctions on Syria and returning it to its normal status. Syria does not need to search for its place among the Saudi audience; they remember every detail of its culture, every Eastern ornament made in Damascus, and every word spoken by the heroes of Syrian cultural and artistic memory. This is further enhanced by the significant progress witnessed in the knowledge industry in the Kingdom regarding publishing, production, organization, and extensive digital transformation. Syria needs the capabilities and experiences of Saudi Arabia, which has preceded us in developing itself.
* The relations between the Saudi and Syrian peoples have, despite political complexities, maintained a wide space of affection and communication; can culture sometimes precede politics in rebuilding relationships between nations and peoples?
** Culture is a solid and enduring asset that is not subject to depletion. The culture of both Syria and Saudi Arabia is not affected by the complexities and fluctuations of politics; thus, it has remained resilient during the past decades when Syria was drawn toward axes far from its Arab identity. This resilience is due to the authenticity of both peoples and the wisdom of the Saudi leadership, which bears its Arab and Islamic responsibilities and does not abandon its tributaries. This leadership has been able to distinguish between the authentic Syrian people and the rogue Assad regime that has usurped the country. The new Syria understands this dimension and clings to it, recognizing the value of the strong and solid relationships between Damascus and Riyadh, which have only produced positive outcomes in the new Syrian era.
* Syrian drama… Does the ministry have a vision to restore Syria’s influential position in Arab drama, cinema, and artistic production, perhaps through partnerships with Saudi institutions and platforms?
** Syrian drama is a multi-faceted responsibility, involving collaboration between the Ministry of Information, the Ministry of Culture, the production institution, the Artists’ Syndicate, and private sector companies. Its activities begin at the Higher Institute of Dramatic Arts with its branches in acting and criticism, which is affiliated with the Ministry of Culture, as well as the Cinema Institute. Drama relies heavily on advanced and noble cultural content presented through the dramatic works it produces. My team and I in the Ministry of Culture are in continuous communication with Syrian artists, presenting ideas to them and discussing ambitious projects. We believe that Syrian drama was one of the most important soft powers for Syria and Arab culture before it declined in recent years due to forced direction and a decrease in care for it. Syrian drama can regain its position through partnerships, and we see the significant Saudi capabilities, whether in production or the market, as a great opportunity for the revival of Syrian drama, which today needs high-level dramatic texts and interesting topics of value that concern the broad social segments of the Arab audience.
* A whole Syrian generation has grown up during the years of war, and some of its children have known Syria through their parents’ memories or phone screens more than they have known it on the ground; what cultural project can redefine this generation to its homeland and identity, without falling into a new indoctrinating or ideological discourse?
** What you described in your question is a tragic reality we have crossed. To correct it, we have initiated a bundle of projects simultaneously, including a cultural bus that goes to communities where they are, bringing them libraries and learning through play and active interaction, the “Namaa” children’s program, the “Impact Makers” program, and training programs during the summer holidays, which provide information along with training and entertainment, and the Summer Festival of Syria that we launched in Damascus and various Syrian provinces, as well as the April Festivals in Homs and the campaigns we organized to support reconstruction. Our goal in all of this is to redefine the new generation to its country and identity without allowing a political party with a worn-out ideology or an outdated indoctrinating discourse to confuse it. We live in free Syria, and we do not need to indoctrinate anyone; the Syrian people have advanced significantly compared to what they were in the past.
* If we asked you to send a message through “Okaz” to the Saudi and Arab intellectual about the Syria that is being formed today, what would you say to him? What does Damascus culturally expect from Riyadh and the Arab space at this historical moment?
** Syria has been—and still is—in need of its Arab embrace, of partnerships in shaping the moment and the future. Damascus awaits from Riyadh, Doha, Kuwait, Cairo, and Amman to join hands to move towards cultural development and social prosperity that a higher and more sublime culture allows. The Saudi and Arab intellectual is invited to his country, Syria, to hold evenings, present plays, and showcase artistic works, and he will find his audience eagerly awaiting his presence, influence, and brilliance. He should collaborate with his Syrian intellectual peers on joint works, and he will find a welcoming home in the Syrian Ministry of Culture, which takes pride in him and his cultural achievements that we boast about among nations and cultures. Damascus, which we have regained, longs for its Arab extension.
