أكد وزير الاستثمار فهد بن عبدالجليل السيف أن المرحلة القادمة تركز على جودة الاستثمار وأثره الاقتصادي، بما يسهم في رفع الإنتاجية، وتطوير سلاسل القيمة، ودعم المحتوى المحلي، وتوسيع مشاركة القطاع الخاص والمنشآت الصغيرة والمتوسطة، وتوفير الوظائف النوعية، إلى جانب استقطاب الاستثمارات الأجنبية النوعية التي تنقل التقنية والمعرفة والكفاءة، مبيناً أن الوزارة تعمل بالتكامل مع الجهات ذات العلاقة على حصر ومعالجة أي تحديات قد تواجه المستثمرين، إضافة إلى تطوير الفرص الاستثمارية، وربطها بالمستثمرين المحليين والدوليين.
وأوضح الوزير السيف، خلال زيارته يرافقه وفد من وزارة الاستثمار اليوم، مقر غرفة الشرقية، إذ التقى رئيس مجلس إدارة غرفة الشرقية فهد الفراج، وعدداً من رجال وسيدات الأعمال والمستثمرين في المنطقة الشرقية، ضمن زيارته للمنطقة الشرقية، أن المستثمر السعودي يمثل أساس المنظومة الاستثمارية، وأن تمكين الشركات الوطنية من التوسع يأتي في مقدمة الأولويات.
تعزيز التنافسية وتوسيع الفرص
وبين السيف خلال اللقاء أن ما تشهده المنطقة من نمو وتطور، هو امتداد لما تحظى به التنمية والاستثمار في مختلف مناطق المملكة من دعم ورعاية من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز، وما يوليانه من اهتمام بتمكين القطاع الخاص، وتعزيز تنافسية الاقتصاد الوطني، وتوسيع الفرص الاستثمارية في مختلف مناطق المملكة.
الشرقية ركيزة أساسية في الاقتصاد الوطني
وقال وزير الاستثمار: «إن المنطقة الشرقية ركيزة أساسية في الاقتصاد الوطني»، مشيراً إلى ما تتميز به من قاعدة اقتصادية وصناعية متقدمة، وتكامل منظومتها الاستثمارية؛ من رأس الخير وما تمثله من قاعدة متقدمة للصناعات التعدينية والتحويلية، إلى الهيئة الملكية للجبيل وينبع وما بنته من نموذج عالمي للتجمعات الصناعية، مروراً بالمناطق والخدمات اللوجستية المرتبطة بالمطارات والموانئ، وصولاً إلى الدور الكبير الذي تقوم به هيئة تطوير المنطقة الشرقية في تعزيز تنافسية المنطقة وتكامل التنمية فيها، في ظل ما تحظى به من دعم ومتابعة من أمير المنطقة الشرقية الأمير سعود بن نايف بن عبدالعزيز، ونائب أمير المنطقة الشرقية الأمير سعود بن بندر بن عبدالعزيز، وتوجيهاتهما المستمرة بتعزيز البيئة الاستثمارية، وتمكين الفرص النوعية، وتكامل جهود الجهات ذات العلاقة.
وأشار الوزير إلى أن المنطقة الشرقية تحتل مكانة بارزة في العديد من القطاعات الأساسية مثل التعدين والتصنيع، والمرافق، والنقل والخدمات اللوجستية، والخدمات المالية، وتقنية المعلومات، والجملة والتجزئة، والرعاية الصحية وغيرها.
تحويل الفرص الواعدة إلى استثمارات نوعية
وقال: «إن المنطقة الشرقية لا تتميز بحجم اقتصادها فقط، بل بقدرتها على قيادة قطاعات التحول الاقتصادي في المملكة، ومن هذه القاعدة القوية ينطلق طموحنا للمرحلة القادمة فلا نريد فقط المحافظة على الزخم الاستثماري، بل رفعه بصورة جوهرية وتنويعه وتعميق أثره الاقتصادي، وكفاءة رأس المال في المنطقة، ومن المهم البناء على هذه المقومات والمزايا التنافسية التي تتمتع بها، والعمل مع القطاع الخاص على تحويل الفرص الواعدة إلى استثمارات ومشاريع نوعية».
تحول هيكلي وقفزة في بيئة الأعمال
من جهته، قال رئيس غرفة الشرقية فهد الفراج، منذ إطلاق رؤية السعودية 2030 عام 2016م، شهد الاقتصاد الوطني تحولاً هيكلياً كبيراً وقفزة فريدة في بيئة الأعمال، تؤكدها المؤشرات والتقارير الدولية؛ حيث توّجت المملكة بالمرتبة الـ13 عالمياً والثالثة بين دول مجموعة العشرين في تقرير التنافسية العالمية، مع دخولها قائمة العشرة الأوائل في كفاءة الأعمال، وتزامن ذلك مع التقدم إلى المركز الـ13 عالمياً في جذب الاستثمارات الأجنبية المباشرة، وفقاً لتقرير الاستثمار العالمي، فيما ارتفع رصيد الاستثمار الأجنبي المباشر داخل المملكة إلى 293.3 مليار دولار.
Minister of Investment Fahd bin Abdul Jalil Al-Saif confirmed that the upcoming phase focuses on the quality of investment and its economic impact, contributing to increased productivity, developing value chains, supporting local content, expanding the participation of the private sector and small and medium enterprises, and providing quality jobs, in addition to attracting high-quality foreign investments that transfer technology, knowledge, and efficiency. He indicated that the ministry is working in coordination with relevant entities to identify and address any challenges that investors may face, in addition to developing investment opportunities and linking them with local and international investors.
During his visit today, accompanied by a delegation from the Ministry of Investment, Minister Al-Saif explained at the headquarters of the Eastern Chamber, where he met with the Chairman of the Board of Directors of the Eastern Chamber, Fahd Al-Faraj, and a number of businessmen and investors in the Eastern region, as part of his visit to the Eastern region, that the Saudi investor represents the foundation of the investment system, and that enabling national companies to expand is a top priority.
Enhancing Competitiveness and Expanding Opportunities
During the meeting, Al-Saif pointed out that the growth and development witnessed in the region is an extension of the support and care that development and investment in various regions of the Kingdom receive from the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and the Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz, who are keen on empowering the private sector, enhancing the competitiveness of the national economy, and expanding investment opportunities in various regions of the Kingdom.
The Eastern Region as a Key Pillar in the National Economy
The Minister of Investment stated: “The Eastern region is a key pillar in the national economy,” pointing to its advanced economic and industrial base and the integration of its investment system; from Ras Al-Khair, which represents an advanced base for mining and manufacturing industries, to the Royal Commission for Jubail and Yanbu, which has built a global model for industrial clusters, passing through the regions and logistics services linked to airports and ports, culminating in the significant role played by the Eastern Region Development Authority in enhancing the region’s competitiveness and integrating its development, under the support and follow-up from the Prince of the Eastern Region, Prince Saud bin Naif bin Abdulaziz, and the Deputy Prince of the Eastern Region, Prince Saud bin Bandar bin Abdulaziz, and their continuous directives to enhance the investment environment, enable quality opportunities, and integrate the efforts of relevant entities.
The minister noted that the Eastern region occupies a prominent position in many key sectors such as mining, manufacturing, utilities, transportation and logistics services, financial services, information technology, wholesale and retail, healthcare, and others.
Transforming Promising Opportunities into Quality Investments
He said: “The Eastern region is distinguished not only by the size of its economy but also by its ability to lead the sectors of economic transformation in the Kingdom. From this strong base, our ambition for the upcoming phase is to not only maintain the investment momentum but to significantly elevate it, diversify it, and deepen its economic impact and capital efficiency in the region. It is essential to build on these components and competitive advantages it possesses and work with the private sector to transform promising opportunities into quality investments and projects.”
Structural Transformation and Leap in the Business Environment
For his part, the Chairman of the Eastern Chamber, Fahd Al-Faraj, stated that since the launch of Saudi Vision 2030 in 2016, the national economy has witnessed a significant structural transformation and a unique leap in the business environment, as confirmed by international indicators and reports; the Kingdom was ranked 13th globally and third among the G20 countries in the Global Competitiveness Report, entering the top ten in business efficiency, coinciding with its advancement to the 13th position globally in attracting foreign direct investments, according to the World Investment Report, while the stock of foreign direct investment within the Kingdom rose to $293.3 billion.
