أعلنت وزارة السياحة تحديث 4 لوائح تنظيمية للأنشطة السياحية، شملت لائحة خدمات السفر والسياحة، ولائحة الإرشاد السياحي، ولائحة مرفق الضيافة، ولائحة وحدة الضيافة الخاصة، بهدف تطوير البيئة التنظيمية للقطاع السياحي، ورفع كفاءة الخدمات المقدمة، والارتقاء بجودة التجربة السياحية.
وتضمنت التحديثات تبسيط فئات التراخيص وتوسيع نطاق الخدمات في أنشطة السفر والسياحة، مع إتاحة خيارات متعددة لمدة الترخيص، وتوضيح الحقوق والالتزامات المرتبطة بالخدمة، ورفع المعايير المنظمة للنشاط.
وفي لائحة الإرشاد السياحي، جرى تبسيط فئات الإرشاد، وإتاحة الجمع بين أكثر من منطقة وأكثر من تخصص، إلى جانب تنظيم متطلبات إصدار الترخيص وتجديده، والدورات أو الاختبارات المعتمدة بحسب فئة الترخيص، وتنظيم التزامات المرشد أثناء تقديم الخدمة.
وشملت التحديثات إتاحة التعاقد المباشر بين المرشد والسائح وإصدار مستند الحجز، مع توضيح الأسعار وسياسات الدفع والإلغاء والاسترداد.
أما لائحة مرفق الضيافة، فتضمنت تطوير إجراءات الترخيص والتصنيف والتشغيل، وتنظيم الحجوزات والدفع والتسويق الإلكتروني، وتعزيز متطلبات الأمن والسلامة وتأهيل الكوادر والربط الإلكتروني، إلى جانب استحداث فئات تخصصية لمرافق الضيافة.
وفيما يخص وحدات الضيافة الخاصة، تضمنت اللائحة الانتقال من التصريح إلى الترخيص، وتحديث شروط التقديم والعقارات المؤهلة، وتطوير متطلبات التشغيل والأمن والسلامة، وتعزيز حقوق السياح.
وأوضح المتحدث الرسمي لوزارة السياحة نصر الأنصاري أن تحديث اللوائح الأربع يستهدف ضمان تطبيق المعايير الجديدة للأنشطة السياحية، بما يسهم في رفع جودة الخدمات والارتقاء بتجربة السائح، وتمكين المستثمرين والمشغلين والمستفيدين من الامتثال للأنظمة واللوائح والاشتراطات.
ودعت الوزارة المستثمرين والمشغلين والمرشدين السياحيين ومقدمي الخدمات إلى الاطلاع على اللوائح المحدثة ومتطلبات الامتثال عبر موقعها الإلكتروني الرسمي، واستكمال المتطلبات ذات العلاقة، مؤكدة جاهزيتها لاستقبال الاستفسارات وتقديم الدعم عبر المركز الموحد للسياحة (930).
The Ministry of Tourism announced the update of 4 regulatory lists for tourism activities, which included the list of travel and tourism services, the list of tourist guidance, the list of hospitality facilities, and the list of private hospitality units, aimed at developing the regulatory environment for the tourism sector, enhancing the efficiency of services provided, and improving the quality of the tourism experience.
The updates included simplifying the categories of licenses and expanding the scope of services in travel and tourism activities, with multiple options for the duration of the license, clarifying the rights and obligations associated with the service, and raising the standards governing the activity.
In the tourist guidance list, the categories of guidance were simplified, allowing for the combination of more than one area and more than one specialty, in addition to organizing the requirements for issuing and renewing licenses, and the accredited courses or tests according to the license category, and organizing the obligations of the guide while providing the service.
The updates included allowing direct contracts between the guide and the tourist and issuing the booking document, clarifying prices and policies for payment, cancellation, and refunds.
As for the hospitality facilities list, it included the development of licensing, classification, and operational procedures, organizing bookings, payments, and electronic marketing, enhancing security and safety requirements, qualifying staff, and electronic linkage, in addition to introducing specialized categories for hospitality facilities.
Regarding private hospitality units, the list included the transition from a permit to a license, updating the application conditions and eligible properties, developing operational and security and safety requirements, and enhancing tourists’ rights.
The official spokesperson for the Ministry of Tourism, Nasr Al-Ansari, clarified that the update of the four lists aims to ensure the application of the new standards for tourism activities, contributing to improving the quality of services and enhancing the tourist experience, and enabling investors, operators, and beneficiaries to comply with regulations, laws, and requirements.
The ministry called on investors, operators, tourist guides, and service providers to review the updated regulations and compliance requirements through its official website, and to complete the related requirements, confirming its readiness to receive inquiries and provide support through the unified tourism center (930).
