كشفت الصين، اليوم (الجمعة)، عن حزمة إجراءات جديدة لإصلاح نظام بيع المساكن وتعزيز تمويل شركات التطوير العقاري، في خطوة تهدف إلى دعم استقرار السوق العقارية وإنعاش أحد أبرز القطاعات المؤثرة في الاقتصاد الصيني.
وتتضمن الإجراءات، التي أعلنتها وزارتا الإسكان والموارد الطبيعية، توجيه الحكومات المحلية إلى إعطاء الأولوية لنموذج بيع المساكن مكتملة البناء، بالتزامن مع تشديد الضوابط على نظام البيع المسبق، من بينها اشتراط استكمال الهيكل الخارجي للمبنى قبل إبرام أي تعاقد لبيع الوحدة السكنية.
وتستهدف الحزمة أيضاً معالجة ضغوط التمويل التي تواجه شركات التطوير العقاري مع الانتقال تدريجياً نحو بيع الوحدات المكتملة، من خلال تعزيز الدعم التمويلي المقدم للمطورين.
كما تشمل الإجراءات تطبيق نظام «البنك الرئيسي» للمشاريع العقارية، بحيث يتولى بنك واحد توفير قروض التطوير للمشروع، أو قيادة مجموعة من البنوك المشاركة في تمويله، بما يعزز التنسيق والقدرة على توفير السيولة اللازمة لاستكمال المشاريع.
وفي السياق ذاته، حدد البنك المركزي والهيئة الوطنية للتنظيم المالي قواعد جديدة لقروض التطوير العقاري، بحيث تتوافق آجال التمويل مع دورة البناء والبيع الخاصة بكل مشروع.
وبموجب القواعد الجديدة، لن تتجاوز مدة القروض خمس سنوات للمشاريع التي تعتمد على نظام البيع المسبق، فيما تمتد إلى سبع سنوات للمشاريع التي تبيع وحدات مكتملة، إضافة إلى المشاريع التجارية.
China revealed today (Friday) a new package of measures to reform the housing sales system and enhance financing for real estate development companies, in a move aimed at supporting the stability of the real estate market and revitalizing one of the most influential sectors in the Chinese economy.
The measures, announced by the Ministries of Housing and Natural Resources, include directing local governments to prioritize the sale of completed housing units, while tightening controls on the pre-sale system, including requiring the completion of the building’s exterior before entering into any contract to sell the residential unit.
The package also aims to address the financing pressures facing real estate development companies as they gradually transition to selling completed units, by enhancing the financial support provided to developers.
Additionally, the measures include the implementation of a “main bank” system for real estate projects, where a single bank will provide development loans for the project or lead a group of participating banks in financing it, thereby enhancing coordination and the ability to provide the necessary liquidity to complete projects.
In this context, the central bank and the National Financial Regulatory Authority have set new rules for real estate development loans, ensuring that the financing terms align with the construction and sales cycle of each project.
Under the new rules, the duration of loans will not exceed five years for projects relying on the pre-sale system, while extending to seven years for projects that sell completed units, in addition to commercial projects.
