ناقشت لجنة قيود ميزان المدفوعات في منظمة التجارة العالمية إخطارًا أمريكيًا بشأن فرض رسوم جمركية إضافية بنسبة 10% على الواردات، لمعالجة العجز في ميزان المدفوعات الأمريكية.
وأكدت الولايات المتحدة الأمريكية أن الرسوم دخلت حيّز التنفيذ في 24 فبراير 2026، وستستمر حتى 24 يوليو القادم ما لم يمددها الكونجرس الأمريكي، مبدية استعداد واشنطن لإجراء مشاورات مع أعضاء المنظمة وفقًا للقواعد.
ورحّب الأعضاء بشفافية واشنطن، مع إعراب بعضهم عن القلق إزاء تأثير هذه الإجراءات على التجارة العالمية، مؤكدين استعدادهم أيضًا للمشاركة في المشاورات المرتقبة، والتي تنص قواعد المنظمة على عقدها خلال أربعة أشهر.
رد أموال الرسوم
من ناحية اخرى، أعلنت وكالة الجمارك وحماية الحدود الأمريكية، أخيراً، أنها تتوقع الآن بدء أولى عمليات رد الأموال إلكترونيًا من الرسوم الجمركية التي فرضها الرئيس الأمريكي دونالد ترمب، والتي اعتبرتها المحكمة العليا غير قانونية، في 12 مايو، أي بعد يوم واحد من الموعد المُقدّر سابقًا.

وتخضع مبالغ تصل إلى 166 مليار دولار من حصيلة الجمارك وحماية الحدود الأمريكية من الرسوم الجمركية التي فرضها ترمب بموجب قانون سلطات الطوارئ الاقتصادية الدولية لعمليات رد الأموال من قِبل الوكالة.
The Balance of Payments Restrictions Committee at the World Trade Organization discussed a U.S. notification regarding the imposition of an additional 10% tariff on imports to address the U.S. balance of payments deficit.
The United States confirmed that the tariffs came into effect on February 24, 2026, and will continue until July 24 unless extended by the U.S. Congress, expressing Washington’s readiness to hold consultations with members of the organization in accordance with the rules.
Members welcomed Washington’s transparency, with some expressing concern about the impact of these measures on global trade, also confirming their willingness to participate in the upcoming consultations, which the organization’s rules stipulate should be held within four months.
Refund of Tariff Fees
On another note, the U.S. Customs and Border Protection agency recently announced that it now expects to begin the first electronic refunds of the tariffs imposed by President Donald Trump, which the Supreme Court deemed illegal, on May 12, just one day after the previously estimated date.
The start date for processing payments through the automated clearing system was revealed in a letter sent to shipping companies, announcing the availability of status reports that enable claimants to track the status of their refund requests, according to “BNN Bloomberg.”
It was expected, according to a ruling by the International Trade Court last week, that the agency would begin refund operations on May 11, and no reason was given for the change in date.
Amounts totaling up to $166 billion from U.S. Customs and Border Protection’s collection of tariffs imposed by Trump under the International Emergency Economic Powers Act are subject to refunds by the agency.
